OLD LYME CONSERVATION COMMISSION, OPEN SPACE COMMITTEE
MONTHLY MEETING, 6/9/06
The meeting opened at 8:30 a.m., Chairman Diana Johnson presiding. Present were members Amanda Blair, Evan Griswold, Jenn Hillhouse, Connie Kastelowitz and Ted Kiritsis.
Evan moved and Ted seconded a motion to accept the March minutes. The May minutes of Amanda were accepted with corrections. Ted moved, and Evan seconded a motion to clarify the motion of 5/12 that we request a 10’ strip of land on the Westerly side of lots 3&4 (P. 2). Connie moved and Ted seconded a motion to accept the minutes as amended.
Diana requested that we go into executive session for discussion.
At the end of executive session, Ted moved and Evan seconded a motion to purchase the Griswold Whitley properties on Buttonball and Shore Roads. The motion passed. The proposal now goes to Conservation and Planning for further action.
Evan had to leave and made the following suggestion; that we ask Paula Stahl of the Green Valley Institute to make a presentation . She has a slide show of open space and development lasting 20-30 minutes. Diana will pursue this with the possibility of including other Town land use commissions.
Property updates: Diana has written Mrs Whitley and Lea Griswold to pursue discussions on their Ben Franklin Road property.
Proposed developments: New England National is proposing 8 lots for a parcel on Hachett’s Hill. The developer is Bernardo.Diana has written to Planning in favor of 9.95 acres of open space across from OLCT open space.
Connie reported from Planning that Four Ponds must comply with open space regulations which specify 30-40% depending on the zoning.
Montanaro: Diana will ask Andy Montanaro, the majority holder of 100 Acres to talk with us. The application to Planning has been withdrawn.
Muchin – Old Lyme Heights: proposal of 35 lots with undesignated open space did not go to Planning meeting.
Pedersen proposal of 95 acres with 35 acres of open space not yet at Planning. The proposal has been reduced by 2 lots and open space increased.
Diana requested discussion of our Open Space priorities. OLCT is focused on the 3 major waterways, and Open Space has concentrated on trails and public access. She stated we should try to add even small pieces to the Peterson, Champlain and McCulloch greenways. Properties abutting these areas should be identified with the goal of purchase in mind. OLCT has excellent maps of Town open space thanks to Ted Crosby.
Connie moved and Ted seconded a motion to adjourn at 10:12. The meeting was adjourned. The next meeting will be July 14.
